MOTION TO APPROVE Addendum No. 5 to Joint Funding Agreement No. 13GGESMC0000112 between Broward County and the United States Geological Survey (USGS) providing for cost share participation support for the monitoring and maintenance of the regional groundwater monitoring well network in Broward County for Fiscal Year 2018 with a total project cost not-to-exceed $120,670 (Broward County to provide $80,470 or 67% cost share) and bringing final total cost to $610,131 in the last year of the five-year agreement; and authorize the Mayor and Clerk to execute same.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE ENVIRONMENTAL PLANNING AND COMMUNITY RESILIENCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board’s Value of “Encouraging investments in renewable energy, sustainable practices and environmental protection” and Goal 1: Seek funding for, implement policies and pursue projects promoting, the use of alternative energy, and sustainable practices, and Goal 3: Increase water quality protection efforts and lead creative approaches to water storage and aquifer recharge, as well as diversification of water supplies, regionally.

Approval of this item provides for the County’s provision of annual cost-share support as a cooperative partner in the performance of regional groundwater monitoring efforts by the USGS in Broward County. The joint funding agreement supports the monitoring of 26 unique wells with the following services: 4 monthly groundwater measurements; 2 quarterly groundwater measurement; 17 continuous groundwater measurements; 6 quarterly chloride samples; 4 electromagnetic induction logs; and real-time data transmission and instrument operation. Data provided from this monitoring program are used to support calibration of the county’s hydrologic models, mapping of the saltwater intrusion line within the Biscayne Aquifer, and to assess the influence of acute and long-term conditions on local groundwater levels and groundwater quality.

The initial five-year annually renewable agreement providing for services in year one was approved by the Purchasing Division on June 10, 2013 with a total contract value of $113,977, and cost share by Broward County of $76,634 jointly support by EPCRD ($54,791) and Water and Wastewater Services ($21,843), and in-kind support by the USGS at $37,343.

The first addendum to the agreement was executed on November 8, 2013, to include geophysical logging of newly installed Floridan wells near Broward County’s Water and Wastewater Service’s 1A facility, increasing the contract amount by $26,600 for a total contract value of $140,577.

The second addendum was executed on July 21, 2014 providing for cost share under year two of the agreement in Fiscal Year 2015. Annual cost share for each agency remained the same as in year 1, with the exception of the geophysical logging which was not included, bringing the total contract value to $254,554.

The third addendum was executed on August 20, 2015 to include cost share for year three of the agreement in Fiscal Year 2016. Under this addendum, Broward County base rates increased by 1.2% to $77,524 with in-kind support from the USGS remaining the same at $37,343, bringing the total contract value to $369,421.

The fourth addendum was executed September 20, 2017 providing for cost share under year four of the agreement for services in Fiscal Year 2017. In this year, the Broward County cost share increased 2.98% relative to the previous year, with the County’s cost share in Fiscal Year 2017 to total $79,840. The USGS cost share contribution increased 7.65% to $40,200. The contract value inclusive of year four of the agreement totals to $489,461.

This, the fifth, addendum provides cost share under year five of the agreement for services in Fiscal Year 2018. In this year, the Broward County cost share increased 0.79% relative to the previous year, with the County’s cost share in Fiscal Year 2018 to total $80,470. The USGS cost share contribution remained the same as the previous year at a rate of $40,200. The contract value inclusive of year five of the agreement totals to $610,131.

The original agreement and previous addendums were collectively within the award authority of the Purchasing Division, however the cumulative value of the current renewal now exceeds the award authority of the Purchasing Director and now requires board approval.

This agreement has been provided legal review and approval as to form by the County Attorney’s Office.

The total value of USGS monitoring services for Fiscal Year 2018 is $120,040, with a Broward County contribution of $80,470 to be shared by the Environmental Planning and Community Resilience Division and Water and Wastewater Services. Funding is provided within the Fiscal Year 2018 portion of each agency’s Capital Budget (EPCRD $55,070, WWS $25,400).
