MOTION TO HOLD drawing to award 25 taxicab certificates of public convenience and necessity (certificates) and nine luxury sedan certificates to qualified applicants as authorized by the Board of County Commissioners on June 13, 2017, Public Hearing Item 39.

ACTION:  (T-11:44 AM)  The Board directed staff to perform the draw and tabled the item until later in the meeting.  (Refer to minutes for full discussion.)
 
ACTION:  (T-11:45 AM)  On motion of Commissioner LaMarca,  the Board directed staff to bring an item back to the Board to allow the Board to take necessary steps to provide a 90-day extension to new applications being processed for certificates of public convenience and necessity for wheelchair accessible vehicles.  The motion was seconded by Vice Mayor Furr.  (Refer to minutes for full discussion.)

VOTE: 8-0.  Commissioner Geller was not present during the vote.

ACTION:  (T-11:48 AM)  Through Mayor Sharief, Commissioner Geller requested to be shown voting in the affirmative.  (Refer to minutes for full discussion.)

Why Action is Necessary
Section 22½-3 of the Broward County Code of Ordinances requires the Board of County Commissioners to hold a lottery to award taxicab certificates and luxury sedan certificates to qualified participants during a public hearing.
What Action Accomplishes
Awards 25 new taxicab certificates and nine new luxury sedan certificates to qualified applicants.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE ENVIRONMENTAL AND CONSUMER PROTECTION DIVISION (ECPD) RECOMMEND APPROVAL OF THE ABOVE MOTION.

At the June 13, 2017 Public Hearing (Item 39), the Board of County Commissioners authorized 25 taxicab certificates and nine luxury sedan certificates. All 25 taxicab certificates will be issued to drivers who have driven a taxicab in Broward County for a minimum of 60 consecutive months.

EPCD held the certificate application between July 3, 2017 and August 4, 2017. The Division received 126 applications for the taxicab certificates category and 17 applications in the luxury sedan certificate category. The total number of applications received for all available certificates was 143. Each of the 143 applicants paid a $400 nonrefundable fee to enter the lottery, resulting in a total of $57,200 being collected.

Each of the 34 winning lottery applicants (25 taxicab and nine luxury sedan) identified from the August 22, 2017, lottery, will be required to pay the new permit fee of $1,000 to Broward County within 60 days after notification of award, which will increase the amount collected by $34,000, for a total of $91,200.
