Requested Action
MOTION TO APPROVE Amendment No. 10 to the Agreement between Broward County and the Sheriff of Broward County for Law Enforcement Services at Broward County's Fort Lauderdale-Hollywood International Airport, to provide for additional law enforcement staffing for the new Concourse A in Terminal 1, at an additional annual cost of $948,180; and authorize the Mayor and Clerk to execute same.

Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

This action will provide additional law enforcement staffing in the new Concourse A in Terminal 1.
 
On November 12, 1996 (Item No. 1), the Board approved the initial Agreement with the Broward Sheriff's Office ("BSO") for law enforcement services at Broward County's Fort Lauderdale-Hollywood International Airport ("FLL") for the period of October 1, 1995 through September 30, 2000.

On March 21, 2000 (Item No. 3), the Board approved Amendment No. 1, which provided for two additional deputy sheriffs and three Airport safety officers.

On June 19, 2001 (Item No. 57), the Board approved Amendment No. 2, which provided an additional eight deputy sheriffs and ten Airport safety officers.

On November 13, 2001 (Item No. 37), the Board approved Amendment No. 3, which increased staffing to provide Federal Aviation Administration ("FAA") required enhanced security, including five canine deputy sheriffs for bomb and arson security related services.

On January 8, 2002 (Item No. 4B), the Board approved Amendment No. 4, which provided for participation in the Transportation Security Administration's ("TSA") Explosives Detection Canine Team Program with no increase in contract cost.

On February 18, 2003 (Item No. 3), the Board approved Amendment No. 5, which provided for additional law enforcement staffing for Concourse B in Terminal 1.

On May 6, 2003 (Item No. 4), the Board approved Amendment No. 6, which provided for additional law enforcement staffing to respond to the TSA Federal Alert Status changes.

On October 21, 2003 (Item No. 3A), the Board approved Amendment No. 7, which provided additional law enforcement officers at the passenger security screening checkpoints and other areas as required by the TSA.

On August 22, 2006 (Item No. 69), the Board approved Amendment, No. 8, which provided for an increase in cargo screening activities of the Explosives Detection Canine Team, with no increase in contract costs.

On January 10, 2010 (Item No. 2), the Board approved Amendment No. 9, which provided public safety dispatch service at the Airport using the BSO Regional Communication Center, with maximum not-to-exceed payments from Airport Enterprise Funds for Dispatch Services in the amount of $652,000 per fiscal year and authorized the Aviation Director to execute Amendments of up to a combined value of $50,000 per Fiscal Year. 

The proposed Amendment No. 10 provides for additional law enforcement staffing for the new Concourse A in Terminal One, which opened on July 5, 2017. Concourse A contains five gates serving both domestic and international passengers. Amendment No. 10 increases the total deputy sheriff staffing level from 81 to 87. These additional deputies will be evenly distributed over BSO's shifts/squads to complement existing FLL staffing. The request as part of Amendment No. 10 is for additional staffing from now through the end of Fiscal Year 2017, as these additional positions are included in BSO's budget request for Fiscal Year 2018.
 
The proposed Amendment No. 10 has been reviewed and approved as to form by the Office of the County Attorney.
