MOTION TO AWARD open-end contracts to multiple vendors under the State of Florida Alternate Contract Source Agreement No. 52100000-16-ACS, Flooring with Related Equipment, Products, Supplies, Installation and Services; Broward County Procurement Contract No. M2114073A1, for supply and installation of carpet and flooring materials for the Facilities Management Division and other Broward County agencies, in the estimated amount of $7,200,000 for the remainder of the initial term effective through February 16, 2020, and authorize the Director of Purchasing to renew the contract, as renewed by the State of Florida, for a one-year period, for a potential total amount of $8,700,000. The initial contract shall begin on the date of award and shall terminate on February 16, 2020.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4 and 21.135.a.2, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period and the Director of Purchasing shall have the authority to enter into a contract awarded by a public procurement unit.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The purpose of this contract is to provide the County with the supply and installation of both carpet and flooring materials necessary to repair and replace flooring in existing and renovated facilities. By utilizing the State of Florida's contract, the County is able to take advantage of lower costs available through competitive pricing based on large volume discounts. The contract also provides for the performance of various related tasks, such as order processing; removal and disposal of existing floor covering and other waste materials; floor surface preparation and furniture moving and replacement. Upon contract approval, County agencies shall select vendors for individual projects based upon the desired product meeting the consistency with existing products, patterns, fabric, style, and budget.

Exhibit 2 is a list of local vendors who are authorized to provide installation services under the State of Florida's contract.

On June 1, 2016, the State of Florida awarded an alternate contract source agreement for Flooring with Related Equipment, Products, Supplies, Installation and Services, Contract No. 52100000-16-ACS, to eight contractors based upon a competitive solicitation issued by the National Joint Powers Alliance (NJPA), Request for Proposals (RFP) No. 121715 (Exhibit 1). The basis of the RFP award was to responsive, responsible proposers offering the best overall quality and selection of equipment/products and services meeting the commonly requested specifications of the NJPA and NJPA Members. During the prior contract term for the period of 2013 to 2017, prices were reviewed and showed a 2.1% increase in the Producer Price Index (PPI) for Carpet and Rug Mills for materials, and a 13.2% increase in the Consumer Price Index (CPI) for labor. Prices provided by select State contracted vendors appear the same or slightly higher than the prices previously paid off the prior State contract. When comparing the increases in pricing applying PPI and CPI over the past 3 1/2 years to the State contract prices for these indexes, the current State contract pricing is lower. The Purchasing Division reviewed the contract and determined prices to be fair and reasonable (Exhibit 3).

One vendor performance evaluation was completed for Milliken Services, LLC; the firm has an overall performance rating of 4.24 out of a possible rating of 5.0. One vendor performance evaluation was completed for Mohawk Carpet Distribution, Inc.; the firm has an overall performance rating of 4.25 out of a possible rating of 5.0. No County vendor performance evaluations have been completed for Bentley Mills, Inc., Interface Americas, Inc., Mannington Commercial, Masland Contract, Shaw Industries, Inc., and Tandus-Centiva US, LLC. Copies of the vendor performance evaluations are available upon request.

On July 21, 2017, the Director of Purchasing approved piggybacking the State of Florida Contract No. 52100000-16-ACS for a not-to-exceed amount of $250,000 as authorized under the Broward County Procurement Code, Section 21.135.a.2, which authorizes the Director of Purchasing to directly purchase from contracts generated by the State of Florida (Exhibit 4).

Reason for the substantial increase in the estimated amount is the planned projects scheduled over the next five years.
