THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These recommendations support the Board's Value of “Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable,” and the Goal to “Collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems, especially permanent, supportive housing for persons experiencing, or at risk of, homelessness," by performing the statutory duties and responsibilities of a local homeless coalition and lead agency for homeless assistance continuum of care planning in Broward County.
Retroactive approval is being requested as the effective date for year two of Agreement No. JP002 is July 1, 2017.
Agreement JP002 between County and Department of Children and Families (DCF) was approved during the 2016 Summer Recess process and presented to The Board of Broward County Commissioners (Exhibit 1), on August 16, 2016 (Item No. 81, Exhibits 7 and 8). This action corrects language in Item No. 81 which reflected only the first year of the award in the amount of $107,143. This is a multi-year grant and funding for year two and three of the agreement for the period of July 1, 2017 through June 30, 2019 is $96,429 for each remaining year, totaling $192,858.
In June 2008, Broward County's Homeless Initiative Partnership (HIP) Advisory Board was recognized by the State Office on Homelessness, Florida Department of Children and Families (DCF), as a local homeless coalition as defined in 420.623, Florida Statutes. On June 18, 2013, the HIP Advisory Board received a letter of confirmation from DCF indicating the recertification of the Board’s status as a local homeless coalition. Since September 2008, the County has successfully performed the duties of a local homeless coalition, under agreement with DCF.
Agreement No. JP002 between Broward County and DCF allows Broward County to carry out the statutory duties and responsibilities of a local homeless coalition and lead agency for homeless assistance as set forth in sections 420.623 and 420.624, Florida Statute. The grant award funds one full-time Program/Projects Coordinator position whose duties include, but are not limited to, inventory of all homeless resources; review and assessment of all homeless support programs and services; identification and exploration of new approaches to homeless shelter care; and other homeless related activities. The position also assists in the planning and coordination of the “A Way Home,” Broward County Florida’s Plan to End Homelessness, Homeless Continuum of Care Advisory Board, Homeless Provider and Stakeholder Council, and Homeless Providers and Stakeholders Council planning meetings. |
