A. MOTION TO APPROVE Agreement No. JP002, between Florida Department of Children and Families and Broward County in the amount of $300,000 for the period of July 1, 2016 through June 30, 2019 for statutory duties and responsibilities set forth in Sections 420.623, F.S.; and responsibilities as the designated lead agency for the local homeless assistance continuum of care planning, pursuant to Sections 420.623 and 420.624, F.S.; authorizing the County Administrator to execute renewal options and amendments to the Agreement, subject to the approval of same by the Office of the County Attorney, except for those amendments increasing the funding amount set forth in the Agreement, and to take any necessary budgetary or administrative actions during the term of the Agreement.

B. MOTION TO ADOPT budget Resolution No. 2017-384 in the amount of $96,429 from July 1, 2017 through June 30, 2018, within the State Local Homeless Coalition Grant Fund to perform the functions of a local homeless coalition and the lead agency for homeless assistance continuum of care planning.

Why Action is Necessary
A. In accordance with the Broward County Administrative Code Section 23.7, Agreements with external agencies are subject to approval by the Board of County Commissioners.

B. In accordance with the Florida Statutes Chapter 129.06.2d, Board approval is required to provide for appropriation in funding.
What Action Accomplishes
Approval of the Motions corrects a previously approved Agreement (August 16, 2017, Item  No. 81) between the Department of Children and Families and Broward County (Exhibit 1).  The Agreement, executed July 13, 2016, provides multi-year funding to perform the functions of a local homeless coalition and lead agency for homeless assistance continuum of care planning as set forth in Sections 420.623 and 420.624, Florida Statute.

Previous Action Taken
Agreement No. JP002 (Local Coalition Grant) between the Department of Children and Families and Broward County was approved under the 2016 Summer Recess process and presented to The Board of Broward County Commissioners on August 16, 2016, Agenda Item No. 81. This Agreement began July 1, 2016 and runs through June 30, 2019. Budget Resolution No. 2016-352, (Item No. 81, Exhibit 8) only included approval of funding for the first year of the Agreement.
Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

These recommendations support the Board's Value of “Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable,” and the Goal to “Collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems, especially permanent, supportive housing for persons experiencing, or at risk of, homelessness," by performing the statutory duties and responsibilities of a local homeless coalition and lead agency for homeless assistance continuum of care planning in Broward County.

Retroactive approval is being requested as the effective date for year two of Agreement No. JP002 is July 1, 2017.

Agreement JP002 between County and Department of Children and Families (DCF) was approved during the 2016 Summer Recess process and presented to The Board of Broward County Commissioners (Exhibit 1), on August 16, 2016 (Item No. 81, Exhibits 7 and 8). This action corrects language in Item No. 81 which reflected only the first year of the award in the amount of $107,143. This is a multi-year grant and funding for year two and three of the agreement for the period of July 1, 2017 through June 30, 2019 is $96,429 for each remaining year, totaling $192,858. 

In June 2008, Broward County's Homeless Initiative Partnership (HIP) Advisory Board was recognized by the State Office on Homelessness, Florida Department of Children and Families (DCF), as a local homeless coalition as defined in 420.623, Florida Statutes. On June 18, 2013, the HIP Advisory Board received a letter of confirmation from DCF indicating the recertification of the Board’s status as a local homeless coalition. Since September 2008, the County has successfully performed the duties of a local homeless coalition, under agreement with DCF.

Agreement No. JP002 between Broward County and DCF allows Broward County to carry out the statutory duties and responsibilities of a local homeless coalition and lead agency for homeless assistance as set forth in sections 420.623 and 420.624, Florida Statute. The grant award funds one full-time Program/Projects Coordinator position whose duties include, but are not limited to, inventory of all homeless resources; review and assessment of all homeless support programs and services; identification and exploration of new approaches to homeless shelter care; and other homeless related activities. The position also assists in the planning and coordination of the “A Way Home,” Broward County Florida’s Plan to End Homelessness, Homeless Continuum of Care Advisory Board, Homeless Provider and Stakeholder Council, and Homeless Providers and Stakeholders Council planning meetings.

State Local Homeless Coalition Grant funding (8023) in the amount of $192,857 for State Fiscal Years 2017-2018 and 2018-2019 is provided by the State of Florida Department of Children and Families. No County match is required.
