Requested Action
MOTION TO AWARD open-end contract to low bidder, Stericycle, Inc., for Regulated Garbage Disposal, Bid No. Z2114660B2, for the Aviation Department, in the annual estimated amount of $195,000, and authorize the Director of Purchasing to renew the contract for two one-year periods, for a three-year potential estimated amount of $585,000. The initial contract period begins on the date of award and terminates one year from that date.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.

Provides an open-end contract for the purchase of regulated garbage disposal services at the Broward County Fort Lauderdale-Hollywood International Airport.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not establish a County Business Enterprise (CBE) goal for this procurement because there are no subcontracting opportunities for CBE contractors (Exhibit 2).

The purpose of this contract is to provide regulated garbage disposal services at the Broward County Fort Lauderdale-Hollywood International Airport.

On May 16, 2014, the Director of Purchasing awarded Contract No. Z1183802B1 for Regulated Garbage Disposal to Waste Management Inc. of Florida for an initial one-year estimated amount of $89,500 with two, one-year renewal options for a three-year, potential estimated amount of $268,500. The contract was due to expire on May 15, 2017.

On March 16, 2017, Solicitation Z2113529B1, Regulated Garbage Disposal was solicited to the Non-Sheltered Market and opened on April 7, 2017 with only the incumbent, Waste Management Inc. of Florida, responding; a single bid totaling $345,000.

On May 15, 2017, the Director of Purchasing rejected the single bid due to a disparity in pricing that could not be justified as fair and reasonable. Also on May 15, 2017, a 90-day extension was exercised to extend current Contract No. Z1183802B1 to an expiration date of August 15, 2017. 

Interim Contract No. Z2114660X with Stericycle, Inc.,  in the amount of $48,750 for a maximum 90-day period, was approved by the Director of Purchasing utilizing the same pricing, terms and conditions as for Bid No. Z2114660B2 in order to provide the referenced services from August 16, 2017 on a month-to-month basis until Board award.

The Aviation Department reviewed the bid submitted by Stericycle, Inc. and concurs with the recommendation for award (Exhibit 3). There are no performance evaluations for Stericycle, Inc.
 
There was no protest or appeal filed regarding this procurement.

Incumbent: Waste Management Inc. of Florida,  Contract Number and Title: Z1183802B1, Regulated Garbage Disposal. Contract Term: May 16, 2014 through August 15, 2017. Expenditures-to-date: $297,528.

The amounts referenced in this agenda were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.

The bid posted on June 6, 2017, and opened on June 28, 2017; three bids were received with no declinations (Exhibit 1).
