The Office of Economic and Small Business Development did not establish County Business Enterprise (CBE) participation goals for this project because it is a revenue-generating contract and there are no subcontracting opportunities for CBE contractors.
This agreement will grant Florida Renaissance Festival, Inc. (RENFEST) a revocable license to utilize portions of the Quiet Waters Park on an annual basis to host the renaissance festival for the public.
On May 3, 2016, the Parks and Recreation Division requested one reasonable sole source designation of RENFEST, as it is the only known local renaissance festival. The Florida Renaissance Festival has operated at Quiet Waters Park for approximately 20 years and runs approximately two months each event year. RENFEST hosted 86,517 visitors for the 2017 event. On June 10, 2016, the Director of Purchasing recommended approval of the one reasonable sole source designation.
RENFEST will pay the County an annual event fee and a park admission fee, for each admission or complimentary ticket collected or redeemed. Pursuant to Article 4.5 - Compensation, the County will invoice RENFEST for any utilities usage exceeding $28,000 for each annual event.
Two Sunshine negotiation meetings were held: August 26, 2016 and February 3, 2017. These meetings were attended by representatives of RENFEST, the Parks and Recreation Division, the County Attorney's Office and the Purchasing Division.
Staff must disclose that this agreement may be terminated for convenience by the Board by providing 15 months written notice to RENFEST.
