Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.36 the Director of Purchasing may purchase directly from federal, state or local contracts.

In accordance with the Broward County Procurement Code, Section 21.31.a.4 the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not reserve this project for Small Business Enterprises under the Sheltered Market Program, or assign County Business Enterprise participation goals based on the review of products requested (Exhibit 2).

The Aviation Department seeks to piggyback the City of Sunrise Contract No. 17-15-02-RM for the purchase of four Wanco trailer mounted portable video surveillance  systems and accessories. Section 21.36 of the Procurement Code allows for the Director of Purchasing to purchase directly from local contracts, when the contract expressly permits or if the awarding jurisdiction and/or the vendor agree to allow the County to purchase therefrom.

This request is for the purchase of  four solar powered portable video surveillance (PVS) systems that will be utilized to enhance operational activities related to the security and safety measures implemented at the employee parking lot that opened on May 1, 2017, at the Broward County Fort Lauderdale-Hollywood International Airport. Each unit has four cameras fixed to a telescoping 30-foot mast that rotates nearly 360 degrees and can be operated remotely. The systems can broadcast in real-time with high resolution day and night. Each unit is trailer mounted and can be relocated in relatively short time which affords maximum flexibility for continual use. The PVS systems will also be used to monitor traffic conditions in and around the area. Under the terms and conditions of the contract, the vendor is required to provide new and fully assembled products; perform standard manufacturer's inspection and set-up; train employees on the use of the units; provide warranty repair; and deliver products free on board (FOB) point of destination.

The City of Sunrise's contract was awarded through a competitively bid process on March 28, 2017, which yielded three responses (Exhibit 1). The basis of award was to the lowest responsive, responsible bidder and was awarded to low bidder, Vetted Security Solutions, LLC. The vendor has agreed to honor the original prices offered under the City of Sunrise contract, for this purchase.

Using this contract, Broward County will benefit from lower costs as compared to the County's initial estimate (Exhibit 3) and a reduction in administrative time and costs associated with implementing a contract. The procurement of these PVS systems will assist in the enhancement of security throughout the Airport's property. The Purchasing Division reviewed the contract and determined prices to be fair and reasonable
