MOTION TO APPROVE Work Authorization No. CTA13-33 in accordance with the agreement between Broward County and Craven Thompson & Associates, Inc. for Continuing Engineering Services for Water Distribution, Wastewater Collection, and Storm Water Collection Systems to provide deliberately-phased engineering services for design and regulatory permitting services for Septic Tank Elimination Program District 2 Area 2-G, UAZ 235, for a maximum not-to-exceed cost of $5,000, a lump sum cost of $218,041, and a reimbursable cost of $6,500 resulting in a total cost of $229,541 with a time for performance of 275 calendar days; and authorize the Mayor and Clerk to execute same. Why Action is Necessary
Board of County Commissioners’ approval is required for work authorizations for consultant services when the amount of the services is more than the award authority of the Director of Purchasing, in accordance with Article 4.4.3 of the agreement.

Summary Explanation/Background
THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMENDS APPROVAL OF THE ABOVE MOTION.

In accordance with Article 9.3 of the agreement, the Office of Economic and Small Business Development established a cumulative 25% County Business Enterprise (CBE) participation goal for the agreement. Craven Thompson & Associates, Inc. committed to a 25% CBE participation. Professional consultant services under this agreement are performed through the issuance of work authorizations and CBE participation goals apply to the cumulative total value of the agreement. Craven Thompson & Associates, Inc. has identified 48% CBE participation goal for Work Authorization No. CTA13-33. As of May 2017, Craven Thompson & Associates, Inc. has been paid $918,503 with the CBE receiving $311,621, yielding 34% participation.

On December 3, 2013 (Item No. 18), the Board of County Commissioners approved an agreement between Broward County and Craven Thompson & Associates, Inc. for Continuing Services for Water Distribution, Wastewater Collection, and Storm Water Collection Systems RLI No. R1025211R1 for Water and Wastewater Services in a not-to-exceed amount of $1,000,000 per year for two years from the date of the executed agreement, with three one-year extensions which may be executed under the authority of the Director of Purchasing. As of May 2017, 31 work authorizations have been approved for a current agreement value of $1,994,790.

Work Authorization No. CTA13-33 is a deliberately-phased project for engineering services for design and regulatory permitting services for Septic Tank Elimination Program District 2 Area 2-G, UAZ 235. Area 2-G is on NW 17th Lane and NW 16th Lane in Pompano Beach, north of Copans Road and east of Powerline Road.

This work authorization was negotiated in Sunshine meetings held on February 24, 2017 and March 14, 2017, attended by representatives from Craven Thompson & Associates, Inc. and County staff. This work authorization was reviewed and approved as to form by the Office of the County Attorney and Risk Management Division.
