MOTION TO AWARD open-end contract to single bidder, Condo Electric Industrial Supply, Inc., for Gear Box Fabrication and Rehabilitation Services, Bid No. Y2113126B1, for Water and Wastewater Services, in the annual estimated amount of $194,800 inclusive of allowances in the amount of $11,500, and authorize the Director of Purchasing to renew the contract for two one-year periods, for a three-year potential estimated amount of $584,400. The initial contract period begins on the date of award and terminates one year from that date.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.

Provides an open-end contract for the fabrication and rehabilitation of gearboxes for Water and Wastewater Services.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not reserve this project for Small Business Enterprises under the Sheltered Market Program, nor assign County Business Enterprise participation goals to this solicitation based on the review of products and services requested (Exhibit 2).

The purpose of this contract is to furnish all labor, materials, equipment, services and incidentals for gear box unit repair and a complete overhaul of the unit and rehabilitation, which includes dismantling, removal and re-installation of the existing gear box units, loading, unloading, hauling, equipment load testing and start-up services.

The allowances incorporated in this contract, in the total amount of $11,500, include: $5,000 for parts and materials; $5,000 for specialty subcontractor services; and $1,500 for permits, licensing and fees. Expenditures under these allowance items must be approved by the contract administrator and will be reimbursed at the contractor’s actual cost without mark-up.

Water and Wastewater Services reviewed the bid submitted by Condo Electric Industrial Supply, Inc. and concurs with the recommendation for award (Exhibit 3). No vendor performance evaluations were completed for Condo Electric Industrial Supply, Inc.

There was no protest or appeal filed regarding this procurement.

There is no incumbent for this contract. This is not a replacement open-end contract.

The bid validity for this project expired on August 15, 2017. Condo Electric Industrial Supply, Inc. agreed to extend its bid validity through September 30, 2017 for Bid No. Y2113126B1.

The bid posted on March 8, 2017 and opened on April 17, 2017; one bid was received with three declinations (Exhibit 1). 3,043 vendors were notified of the bid posting, 36 vendors viewed the solicitation during the extended period of advertising.
