The Office of Economic and Small Business Development did not assign County Business Enterprise (CBE) goals for this procurement, because there are no certified CBE firms that may be able to provide the service requested (Exhibit 2).
The purpose of this solicitation is to engage the services that will allow issuance of open-ended payment cards for the purchase of transportation services from the local taxi and transportation network company industry. Qualified Paratransit Program participants will be issued subsidized transportation payment cards as an incentive to reduce the use of the more costly paratransit service by using alternative vehicle-for-hire transportation services. Participants will be allowed to charge a maximum of $15 per single transaction.
On April 4, 2017 (Item No. 45), the Board approved the Paratransit Riders Choice Pilot Program, which will add an additional transportation choice for up to 150 Americans with Disability Act (ADA) eligible customers, to complement their existing paratransit services by providing a subsidy to utilize a taxi company or licensed transportation network provider of their choosing to arrange their trip.
The Request for Letters of Interest method of procurement was selected for this project to allow for the opportunity to evaluate and discover multiple solutions and varying strategies to the challenges of developing and managing an open-ended payment card pilot program, to be utilized by eligible participants for transportation services.
