THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.
The Public Works Department and the Office of Economic and Small Business Development (OESBD), established a CBE goal of 28%. Triangle Services Of Florida Inc. has committed to 28% CBE participation. To date, Triangle Services of Florida Inc., has been paid $3,941,244, of which, minimally $884,680 or 22.45% was paid to their CBE subcontractor. OESBD's compliance review and comments are provided in Exhibit 2.
On May 23, 2017 (Item No. 64), the Board of County Commissioners approved extensions to the janitorial agreements for the Broward County Governmental Center East, Main Library, and South Regional Courthouse. This amendment for the Broward County Judicial Complex was not included in that agenda item due to an unresolved verification of payment to the CBE sub-contractor. Triangle Services of Florida Inc., has attained 23.72% participation to date, based on Monthly Utilization Report dated May 4, 2017, however, has fallen short of its committed 28% CBE participation level. A Notice to Cure has been issued to Triangle Services of Florida Inc., due to their CBE participation deficiency. Triangle Services of Florida Inc., reported that they will make a good faith effort during the agreement extension to improve CBE participation. The Facilities Management Division and OESBD will continue to monitor this agreement closely for CBE compliance.
County staff are currently preparing a new Request for Proposal (RFP) solicitation for janitorial services to include the Broward County Governmental Center East, Main Library, South Regional Courthouse, Broward County Judicial Complex, and Traffic Engineering. To gain efficiencies, bundling this procurement will combine the various locations into one solicitation, yet allowing for five separate awards. However, it is not anticipated that the procurement process for this new solicitation will be completed prior to the expiration of the existing contract.
In accordance with the Living Wage Ordinance No. 2008-45, as amended, Section 26-101 (f)(3), these services are subject to the Living Wage.
