THE HUMAN SERVICES DEPARTMENT AND THE ELDERLY AND VETERANS SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This program supports the Commission's Value, "Approaching human services collaboratively and compassionately. . ." and Goal to "Deliver evidence-based services to the most vulnerable, many of whom are ineligible through other systems of care, and connect those customers to sustainable support."
This Agreement facilitates the provision of behavioral health services to Broward County residents served by the Broward Addiction Recovery Center (BARC) Division and the Elderly and Veterans Services Division (EVSD). Contract 34381-16 (Contract) consolidates services provided by BARC and EVSD, both funded by Florida Department of Children and Families (DCF) Grants. Broward Behavioral Health Coalition, Inc. (BBHC) is the managing entity under contract with DCF to manage the day-to-day operational delivery of behavioral health services in Broward County.
BARC provides medically-supervised residential detoxification, intensive residential treatment, non-residential day treatment and outpatient individual and group counseling services and EVSD provides screening, comprehensive assessment, case management, coordination of resources, recovery support and in-home/on-site counseling to elders with mental health disorders under the Contract. The State Fiscal Year 2017 expected outcomes for substance abuse and mental health service recipients are being met.
As a result of a staffing deficiency, EVSD determined that it would not be able to fully-utilize the grant funds for the project period ending June 30, 2017 and notified BBHC of same in February of this year. Timely notification of projected underutilization allowed EVSD to retain full funding in the project period beginning July 1, 2017.
This First Amendment to Contract effectuates the notice given by the County for the grant period ending June 30, 2017 by decreasing the contract amount by $40,000, from $4,734,953 to $4,694,953. The Agreement was prepared by BBHC in its format; they will sign last following approval by the Board of County Commissioners. This Agreement has been reviewed and approved as to form by The Office of the County Attorney. |
