THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
Motion A
This action is to approve an FDOT Joint Participation Agreement ("JPA") to provide grant funding in the amount of $5,000,000, which represents the State's share of 50% participation, to assist in the Airport Access Roadway System at Broward County's Fort Lauderdale-Hollywood International Airport ("FLL"), with the County funding a match of $5,000,000.
FLL has experienced high passenger growth rates for a sustained period of time. A number of the airlines that serve FLL have indicated they have aggressive growth plans for increasing air service to the airport. In order to accommodate this growth and to better serve the airport users, the roadway system providing access to the airport, circulation among the four terminals, the Rental Car Center, the airport’s three parking garages and efficient egress to the interstate highway system must be improved.
BCAD staff, in response to the increase in traffic and affiliated congestion on the terminal roadway system and along the terminal curb fronts, initiated a study to document the existing conditions, assess the situation and identify the congestion points in order to develop short term improvements. The recommended improvements that are accepted from the study should be implemented within a five-year window in order to alleviate the identified congestion areas and enhance the current level of service experienced by the airport users.
The improvements that were determined to be the most feasible options to pursue in the short-term include: an exit roadway enhancement, technology improvements to flex the use of the upper and lower level terminal roadways, reduction of curb access impediments, relocation and expansion of Cell Phone Lot, as well as safety enhancements for pedestrian crossings through synchronized signalization on the upper and lower level terminal roadways.
BCAD will use the grant funding approved under this proposed JPA to implement the above mentioned short-term improvements, which are anticipated to be completed in 2020. These improvements as part of the Access Roadway System Project are estimated to cost $15,000,000. BCAD anticipates receiving additional FDOT funds to implement the full Access Roadway System Project.
The JPA was reviewed by the Office of the County Attorney. The JPA does not include the County's standard agreement provisions, as FDOT requires the County to use its agreement.

This action approves a budget resolution to appropriate FDOT grant revenue in the amount of $5,000,000 in support of the Airport Access Roadway System project.
