The purpose of the solicitation is to establish libraries of qualified firms to provide emergency management contingency consulting services to the County on an as needed, project-specific basis. Services include integrated consulting services, training services, management consulting services, temporary help services, and professional and management development.
Emergency Management Division (EMD) seeks a qualification-based solicitation process for vetting responding emergency management firms by service category to establish libraries of firms for emergency management contingency consulting services. Qualified firms within the libraries may be solicited to respond to requests for EMD. This library approach is ideal due to frequent changes in requirements and mandated frequency, which requires the need to procure services in a flexible, yet competitive and on-demand manner. The Request for Qualifications (RFQ) solicitation document is expected to be completed by the end of June.
The RFQ method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFQ method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish the specialized services.
The authorization is limited to the advertisement of the RFQ. The ranking and number of qualified firms recommended as a result of the RFQ process will be brought before the Board for approval.
