The Office of Economic and Small Business Development (OESBD) established a Disadvantaged Business Enterprise (DBE) participation goal of 40% for this contract. Interstate Construction, LLC. committed to 46.4% DBE participation, which was reviewed and approved by the OESBD (Exhibit 2).
The purpose of this contract is to provide all labor, materials and equipment necessary to construct 10 architectural (cast-in-place) transit shelters and to install associated transit amenities, such as benches, bike racks and trash receptacles in the City of Lauderdale Lakes each year. The transit shelters will be constructed to ensure compliance with the Americans with Disabilities Act.
The allowances incorporated in this contract, in the annual not-to-exceed amount of $230,000, include $25,000 for permits, $10,000 for inspections, $10,000 for irrigation systems, $10,000 for landscaping, $100,000 for specialized construction activities and $75,000 for parts, materials and miscellaneous items that may be encountered during the course of the contract and are not covered by existing bid items. Expenditures under these allowance items must be approved by the contract administrator and will be reimbursed at the contractor's actual incurred cost, without markup.
This procurement carries a 100% performance and a 40% payment bond. The Purchasing Division has confirmed with the surety company that Interstate Construction, LLC. has the capacity to obtain the required bonds.
On August 11, 2015 (Item No. 46), the Board approved the award of an open end contract to low bidder, VIMAC USA, Inc. (VIMAC), for the construction of up to 18 cast-in-place transit shelters and amenities, Bid No. V1311511B1, for the Transit Division, in the two-year estimated amount of $2,460,682. This project was intended to construct up to 18 architectural (cast-in-place) transit shelters and associated amenities (benches, bike racks, and trash receptacles) within the City of Lauderdale Lakes. The contract included a 100% performance bond with Developer’s Surety & Indemnity.
On November 1, 2016 (Item No. 4), the Board approved Motion B - Motion to Terminate For Cause, Contract No. V1311511B1, with VIMAC due to non-performance. This procurement was solicited to complete 10 of the 18 cast-in-place transit shelters and amenities previously awarded on Bid No. V1311511B1.
The Transit Division has reviewed the bid submitted by Interstate Construction, LLC. and concurs with the recommendation for award (Exhibit 3). There are no vendor performance evaluations for Interstate Construction, LLC.
There was no protest or appeal filed regarding this procurement.
The bid posted on February 21, 2017 and opened on April 5, 2017; four bids were received with no declinations (Exhibit 1). |
